Scientific journal Tiltai / Bridges / Brücken published by Klaipėda University (established in 1991) is devoted to the issues of social sciences, and seeking academic dialogue, also to other human and society functioning-related humanities and biomedical sciences, with expand and interpret different social phenomena and current issues from an interdisciplinary perspective. The publications attempts at analysing and solving actual problems of economy, management, demography, social geography, geopolitics, political sciences, history, education, religious, regional planning and land use, other social problems. Science has no borders. Therefore scientific cooperation is one of the most important elements in the progress of world’s community. Abstract
The brand and customer – based brand equity, which can increase consumer benevolence and encourage them to stay loyal to the brand or service provider, can be an important instrument for corporate competition. The aim of this article is to evaluate practical application of the theoretical model of the interfaces between customer – based brand equity and customer loyalty while carrying out the survey of telecommunication consumers. Lithuanian telecommunication market is currently divided by the three main competitors – Telia Lietuva AB, Tele2 JSC and Bitė Lietuva JSC. The brand Telia has been selected for the analysis. The first phase of the survey was carried out in April–May of 2017, and the second phase – in February–March of 2018. The data obtained allows us to test hypotheses about model’s ability to evaluate the competing brands and to compare consumer positions with respect to them at different periods.

Abstract
Government organization and activities in a democratic state must be based on the principle of separation of powers. The essence of this principle is to ensure individual rights and freedoms and to help the society prevent government arbitrariness. Each power is implemented through its institutions: Parliament, representing the Nation, legislate the laws and perform other functions provided in the Constitution, the Government implement the laws legislated by Parliament and courts execute justice. If the state does not ensure the implementation of justice, all the talk of democracy, the rule of law, civil society, human rights and freedoms are declarative. Only being independent and autonomous judicial authorities can properly fulfill their function – to execute justice, to ensure implementation of law, expressed in the Constitution, laws and other legal norms, to guarantee the rule of law, to protect human rights and freedoms. Inevitably, the question must be raised whether the courts executing justice ensure these constitutional principles good enough and whether the citizen applying to the court to protect his violated rights can be sure that the court will resolve the dispute impartially and restore his violated rights. Authors of the article examine such an important topic as confidence in the courts, discuss the possible ways and means to achieve that the state government would be more trusted. In the article authors raise a question whether it would be effective to establish associate judges’ institute in Lithuania. The authors conclude that Lithuania is one of the few democratic countries having no jury or associate judges institution and that its establishment would help reduce corruption in the legal system. Also it would be a step to increase public confidence in the judiciary. The main conclusion is that discussions about moderate model of associate judges’ institution shall be encouraged. The authors believe that such a concept model would not form intervention in the Constitution of the Republic of Lithuania of 1992 and legal framework, but would complement the practice and the commitment to strengthen the relation between the public authorities and society, which is expressed in the Constitution. The model of such aspiration development really makes sense and would be very necessary.

Abstract
Today’s welfare system faces a variety of social challenges in terms of social vulnerability, inequality and the presence of segregated and parallel societies. Within this complexity, the professional practitioner meets opportunities for action, institutional frameworks, and the role of higher education as a future social innovator. The objective of this paper is to suggest an inquiry concerning how social work students form their conception on the complexity of every-day social work practice and professional expertise. The focus is to investigate social work students’ process and formation of knowledge regarding challenge based learning (CBL). Methodologically the examination will be based on multi-method data triangulation design. In conclusion this paper suggests the use of socio-ecological and social learning theory to develop more dynamic teaching models to enhance the understanding of the challenging pathways linking social structures in development of students’ professional self.

Abstract
This article invites for a scientific discussion while discussing the synergy between the process of change and the change management in the system of education and emphasizing that two different factors give larger impact and socioeconomic benefits if they are used together. In this article the concept of the process of change and change management in the educational institutions is analysed. It is noted that in a process of change it is very important to properly plan the changes and to identify the expected results but also it is very important to understand how all above mentioned process will be implemented. Questions to discuss: when the processes of change are implemented properly? Answer: when the changes are managed properly. How to ensure the implementation of the process of change management? Answer: the implementation of the process of change management is held in a field of change management systematically enabling all the processes of change management. The methodological construct of the research is presented in this article, revealing the synergy of the process of change and change management of the chosen school.

This article is the overall review of photovoice, the strategy of participatory action research hat relies on potential of photography. Therefore, the history, inspirations and application examples are discussed. The notion of the article is the argument that photovoice is a valuable method that could be applied in social work, which is focused on empowering people and supporting them in life challenges.

Abstract
Survival of the organizations nowadays depends on their ability to learn how to properly and quickly increase their efficiency and performance and adapt to the changing environment. Creating an organizational learning culture (OLC) has achieved an increase in the survivability of organizations. This paper examines OCB and OLC questionnaires, tests their reliability and validity and adapts them to the public sector. This study analyses 161 questionnaires filled in by municipality employees of one of the northern cities in Israel.

Abstract
In recent years the European Union has experienced an unprecedented influx of refugees and asylum seekers that has continued up until now. This issue is relevant to Lithuania as well, since the country has committed to host 1105 asylum seekers from Greece and Turkey, and their successful integration to large extent depends on legislation adopted by the Government. The present article analyses the concept of the international asylum law and the peculiarities of legal regulation of the refugee integration system in Lithuania. Both the analysis of legislative documents and experience in working with refugees has disclosed a gap between the existing theoretical system and its implementation in practice. The author discloses the problems of the refugee integration, when regulation of the social relationships is required; however there is no relevant legal norm that could be applicable in a particular case. The article also discusses the priorities and regulatory documents of the Lithuanian policy on integration; however the main focus is made on the theoretical analysis of the Description of the Procedure for Providing State Support for the Refugee Integration and – referring to the practical experience – on insights into its implementation measures. The analysis has disclosed that implementation of the refugee integration measures is hindered due to lack of a long-term policy on the refugee integration in Lithuania, lack of collaboration between the state and private sector and prevalent negative attitudes in the society; the above factors result in loss of interrelation between the legal norms and the social relationships that are to be regulated.

Abstract
Social pedagogue’s assistance to social risk children is a relevant, complex and difficult topic. Social pedagogue is one of the key figures in country’s schools in terms of ensuring social equality, social integration, socialisation or simply the provision of social pedagogical assistance in the education process. However, currently there is not enough of a deeper understanding about the entire notion of school social pedagogue’s assistance to social risk children: how and in which situations it takes place, how it is organised and what is the role of a social pedagogue as well as which specific activities are carried out. Even though social pedagogical assistance itself is regulated in the legislation, there is still a prevailing lack of the actual situational and in-depth analysis that would reveal the entire process of social pedagogical assistance, allow to have a better look at it and through understanding it, enable the improvement of the situation. In this article, assistance provided by school social pedagogue to social risk children is analysed through narrative approach. In this article is represented one social pedagogues (Sigita) narrative about her assistance to social risk child Rytis. Sigita’s narrative is analysed on the following logic: description (narratives themselves, based on stories told by respondents during interviews, divided into smaller units), interpretation (personal insights about the narratives provided, personal approach, reflections based on memories) and explanation (objective analysis of a narrative provided in the description (or a part of it), based on scientific literature).

Abstract
The article aims to analyse the criteria and procedures of assessment of pupils’ musical compositions. The review of the criterion-referenced evaluation of creative works is presented, the methodology of evaluation of the musical creative product and conditions for its application are discussed. The question is whether the criteria of assessment of a musical composition are applied in reality, i.e. during contests while evaluating pupils’ compositions. In order to answer this question the aim of the research was to reveal the experience of jury members in assessment of pupils’ musical compositions. To achieve the aim pursued, in-depth interviews with 5 composers who evaluated pupils’ musical compositions in national and international contests were carried out. The research results presented focus on the criteria of evaluation of musical compositions, on the factors influencing assessment as well as evaluation process itself.
