Cluster development is one of determinants used in the regional competitiveness that are related to the presence of competitive local suppliers and competitive local industries in the regional economy. The correlation analysis permits to conclude that regions, which are more competitive, have more developed clusters and regions with more developed clusters are more competitive. However, the comparison between competitiveness and cluster development of particular regions reveal that the impact of clusters on competitiveness can differ across regions and countries, thus creating challenges for policy makers. The paper focuses on the evaluation of the clusters’ approach in promoting regional productivity, innovation and economic growth leading to increased competitiveness, yet arguing that the targeted cluster development can foster structural change leading to improved economic performance, as well as welfare.
Innovation and entrepreneurship in regions is one of essential tools, in added value creation in economics and in development in national level. It is very important to encourage creativity, new ways of thinking and continuous process of learning of individuals. There are some different approaches how to measure competitiveness of state economy and competitiveness in regional level. Global Competitiveness Index shows competitiveness of state among other world economies based on the 12 pillars of competitiveness, which is difficult to apply in regional or entrepreneurial level due to lack of data at regional level. Innovation is a key factor for development and competitiveness in individual (individual, enterprise) and institutional (local governmental institutions, regional, national and global level. Scientific problem of article is that impact of creativity, knowledge creation and dissemination and cooperation could not be measured trough quantitative data. Aim of the article is to define support model for cooperation of individual – institutional level in innovative entrepreneurship and its impact on regional development. Methods ar analysis of scientific literature, and political planning documents for define of support model in dynamic external environment.

The most prominent factors of the maritime development are as follows: Arabic origins of the maritime navigation and astrophysics; Greek mythology and philosophy raising sea symbols; maritime missions, which have been encouraged from the Judeo-Christian mentality and manifested on new geographic and ethnographic discoveries. The decisive role of this mentality appeared in formation of European states and institutional culture, in development of literacy and rising of universities from monastic libraries (X–XI c.) and first Portuguese maritime schools (XV c.). Aim of the research is a revelation of moments of a transcendental ideal of the European maritime self-concept as an important cultural leap. Tasks of the research are as follows: analysis of a pagan basis of the maritime self-concept, and discussion of a valuable direction of the Judeo-Christian maritime self-concept. The research type is theoretically descriptive. There were used such research methods: retrospective, comparative, heuristic analysis of scientific literature, interpretation, systemization and synthesis. Methodological attitude is neotomism that refers to the transcendental ideal of the European culture identity formation in long-term prospect.

Abstract
The article deals with the problem of domestic violence against women and assesses the expression of this phenomenon in the context of a society approach. The statistical construct of this phenomenon confirms the assumption that the establishment of legal fundamentals for protection against violence is linked to a process of changing the society approach to this issue. The analysis of theoretical and legal discourse of domestic violence reveals that the consistent implementation of the strategy of legal protection of victims against domestic violence has enabled the creation of a specialized comprehensive assistance infrastructure system throughout the country, which provides access to appropriate medical, psychological, legal assistance and at the same time entitles the society to develop prevention programmes that help to establish intolerance towards violence. The Republic of Lithuania Law on Protection against Domestic Violence (2011) has laid strong foundations for the establishment of specialized assistance centres and implies the development of necessary infrastructure.

Abstract
This article is about the empirical research of the relationship between the components of communicative behaviour of young people. Article describes the basic components of communicative behaviour: communicative tolerance, social communicative competence, perceptual-interactive competence. These components make it possible to investigate holistically and comprehensively communicative behaviour of a person, as well as to build a correctional program for effective social dialogue construction. We describe the procedure and statistical methods to research communicative behaviour components. Analysis of relationships between components shows that the communicative behaviour of a person is build up through various systems of relationships between its components. Based on this, we found that components of communicative behaviour were dependent on characteristics of the educational environment (of such specializations as: humanitarian, technical, military). The revealed features of communicative behaviour can be used to resolve problems of discrimination, both within the student group and beyond.
