The whole idea of this paper spins mainly about one of the main aspects within early child’s education – creativity and its meaning to a child’s psychosocial development. The presented findings rely on the methodological approach supported by Reggio Emilia philosophy. Creativity education, especially based on Reggio Emilia point of view, starts from the very young age and therefore kindergartens as well as families play much significant role to support and develop creativity roots in child’s everyday routine. It is stressed that being creative is more like being initiative and innovative – the features that are mainly required by contemporary society. Also this paper is illustrated with real-life pictures from the activities in the kindergarten “Lazdynėlis”, so it becomes much clearer for those who are interested in this topic to understand how kindergarten daily life may sustain, develop and so enhance creativity of children using many different approaches, e.g. through the game-led tools, teachers’ attitudes etc.

Abstract
In the article there is analysed the significant historical period in Chile, when after overthrowing of the democratically elected socialist president S. Allende, and taking power by military Pinochet regime, for the first time in the world history there were created the enabling conditions for the reforms based on neoliberal ideas. The reforms in Chile are significant, because they became the political laboratory for the further modernization reforms in Latin America and the whole world. Together with Chicago university (by M. Friedman) educated Chilean economists there were begun to implement the programmes of privatisation, depolitization, deregulation and decentralization, there was devaluated national currency and significantly reformed the spheres of education, health and social policy. In the last part of the article the authors evaluate the present situation in Chile and the perspectives of its development.

Abstract
In this article an emergency medical assistance and the inter hospital transfer problems are analysed in context of the restructurization of health care institutions and services, also of regionalization and centralization policy in Lithuania. Though the increased accessibility of health care services and improvement of the quality, also reduction of social exclusion and unevenness of provision of health care services are declared as the main objectives (purpose) of restructurization, however increased number of inter hospital transfers and crowding of the Emergency Departments indicate the possible negative tendencies. One of the substantial (fundamental) requirement of the inter hospital transfers is the continuous emergency care during transportation. The article provides a unified concept of second transportation between hospitals. The survey results contain the points of specialists and executives of emergency medical assistance on the current management situation of inter hospital patient flow and the ways how the management of patient flow can be improved. The study was made using questionnaire survey, the questions were divided into separate groups by the objectives of this study. Reasoned conclusions and the scheme of the emergency medical care patients flow are developed with reference to the results of this study.

Abstract
This article analyses business market change factors of travel agencies in Lithuania. Travel agencies and organizers represent an important part of tourism sector, which includes all functions and forms of tourism as well as reflects the trends of this industry. Travel agency business is affected by intense external and internal market change factors. The problem of the research raised in the introduction is that business conditions of the travel agencies are getting complicated. There are two principal external factors that made the most significant impact on travel agency market: internet with new information technologies and deregulation of passenger air transport. The article identifies internal change factors of travel agency business market, analyses emerging challenges and their impact, and the managerial response is analysed which would help travel agencies survive in this business.

Abstract
This paper analyzes the changes of the property crime (theft) dynamics and location in Klaipeda city during 1990–2015 years assessing the expression of this phenomenon in the context of changing society. Using theories of the Chicago School of sociology (R. Park and E. Burgess C. Show, H. M. McKay) and the critical insights of its interpretations (E. Sutherland L. Cohen, M. Fels et al.) that allow to us to understand the phenomenon of crime not only in the wide geographic space, but also in the localized environment. The authors present an analysis of territorial clusters (neighborhoods) where phenomenon of theft in Klaipėda is the most located. Assessing geographical, social, economic development of the city regions the authors disclosed the “hottest” points of city in which were recorded this offense. Assessing the considering the geographical, social, economic development of city regions were disclosed the “hottest” city points, where are recorded this offense. Dynamics of this process analyzes in the frame of selected four (1990–1994; 1995–1999; 2000–2004; 2005–2009) periods. The authors, based on forecasts of Lithuanian criminologists about crime trends in Lithuania until 2015, presents their own scientific insights and assessments, which may be useful in developing strategies for the prevention of theft in Klaipėda.

Abstract
Positive orientation has become widely recognized in many scientific fields during the last decade. Possible nature of positive orientation in social work could be derived from positive psychology. However this topic is just starting to be discussed and researched in Lithuania and other European countries. In this article the authors represent complementary social work approaches that are proved as effective in a contradiction to most applied and dominant in practice nowadays problem-oriented model of social work. Therefore, the aim of the article is to overview social work practices as a ground for starting modeling Positive Social Work (PSW). Literature analysis was employed to ground different approaches of social work and set the basis for possible Positive Social Work beginning.

Abstract
The article focuses on the issues in meeting the needs of foster parents and fostered children. Current process of deinstitutionalisation of foster care which seeks to increase the number of foster families requires a deeper understanding of their attitudes towards the process of care, needs of foster children and parents and cooperation with profesionals. The need for social work support is analysed utilising three components of educational rights and obligations model of foster parents: biological, legal and emotional. The results of the research provide social workers and organizers of trainings for foster parents with implications for identification and meeting the needs of fostered children and foster parents.
