In this paper the author has developed place marketing strategy model for Latgale region that could be used as the base for working out programs of social and economic development. The author defines essence and specific of the marketing places conception, analyses Latgale region as marketing object based on segmentation and research of target markets. Interrogatory methods were used to investigate target audience of the region. The results of analysis of Latgale region and the results of the research of its target markets became empirical base for Latgale region place marketing strategy model. The developed place marketing strategy for Latgale region is based on regular and systematic investigation of the condition of the territory and its development tendencies in order to take rational decisions and to choose the priority development directions in the conditions of limited resources in accordance with real or potential demand of the target markets and to allocate the existing resources for its satisfaction.

Abstract
The paper presents the discourse of the social work professionalization from the viewpoints of practice, research, academic activity, and professional identity, by revealing the expression of social worker competencies in the changing society. By means of evaluating the 20-year-experience of social worker training in Lithuania, the authors reveal the identity of social work at two levels: professional (academisation and practice) and legal (profession and study status). For the purpose, a novel approach to the formation of the social work theory, study methods, and the education of intercultural communication and lifelong learning is employed.

Abstract
This article presents the aspect of the social work professionalization which responds to the new challenges of a global society that is the refugee migration. The refugee problem in the European Union has recently become one of the important social problems. Due to the political situation in Africa South European countries are already unable to manage the daily flow of refugees. EU Parliament is trying to solve this problem. Lithuania has to be ready to solve this problem as well. The country which receives refugees not only has to have the legal regulation of this process, but also the professionals who could ensure the success of their adaptation. The authors, using different empirical research materials which were conducted in Lithuania in the years 2011–2014, reveal the depth of the needs and the possibilities of the social work services while implementing these needs in the context of social services in Lithuania. This is the presentation of the experience available. This article can help you to assess the situation and the opportunities that are ahead for the Lithuanian society when helping to solve the problem of today’s refugees in the European Union. At the same time this article reveals one more aspect of the identity in the social work profession, revealing the depth of the social worker’s competencies in a changing society and his ability to operate in unspecified situations.
Technological innovations are a crucial component of a green economy transition and there is an urgent need to develop and implement the green technologies into the existing facilities, especially in the developing countries. The purpose of the article is to analyze theoretical approach on the green technologies development. In the article there are analyzed the essence of the concept of green economy and are identified key benefits of green technologies development.

Abstract
Scientific literature, LR legal acts and analysis of research conducted in Lithuania shows that the process of teachers’ qualification development is related to adult education and organization of teaching / learning, is relevant as a source of improvement of teachers’ pedagogical as well as andragogical activity and acquisition of new competences. But this process is complicated and consists of professional activity’s self-assessment / assessment, planning, self-improvement / improvement, practical application, reflection and as an aspect of quality assurance it is a repeated cycle of actions to improve quality. Knowing that andragogue organiser’s professionalism is one of the most important conditions for this process to be successfully and qualitatively implemented, the issue raised in this article is: what is the role of andragogue organiser’s professionalism in striving for effectiveness of teachers’ qualification development? The conducted quantitative research confirmed the importance of andragogue organiser’s professionalism for the effectiveness of this process. It is found that the main objective of teachers’ qualification development, that is, the quality of their professional activities and the acquisition of new competences will be achieved if the andragogue organiser will professionally implement the teachers’ qualification development process beginning with analysis of learning needs and ending with practical application of acquired competences. In the practical approach empirical data presented in this article can be significant in: 1) seeking to reveal the effectiveness of activity of Klaipeda District Education Centre that provides teachers’ qualification development services; 2) improving and ensuring the quality of this process; 3) achieving andragogue organiser’s professionalism (internal professionalism – improvement of professional competences by examining the analysis of research results, external professionalism – justification of andragogue organiser’s role of professionalism in the effectiveness of teachers’ qualification development).
